Requires offenders to wear 24-hour tracking devices that alert both law enforcement and victims in real-time if geographic exclusion zones or proximity restrictions are violated

Charges offenders for monitoring costs, but courts must waive fees upon finding of inability to pay; lack of funds cannot prevent monitoring from being ordered

Requires counties and municipalities to contract with qualified monitoring service providers and designate a local agency to respond to violations

Creates a state-mandated local program, requiring state reimbursement to local agencies for implementation costs as determined by the Commission on State Mandates
