Requires the State Air Resources Board to publish an assessment of life-cycle emissions from alternative uses of forest and agricultural biomass residues by January 1, 2028

Requires the State Air Resources Board to publish a comprehensive strategy to support beneficial carbon removal products, including biochar, generated from agricultural or forest biomass resources by January 1, 2029

Mandates the Department of Forestry and Fire Protection to require state-funded forest health projects to include a biomass disposal component specifying how much biomass will be physically removed versus burned by prescribed fire

Directs the State Energy Resources Conservation and Development Commission to include the value proposition of using agricultural and forest biomass for low- and negative-carbon fuels, including hydrogen, in relevant agency reports

Addresses the growing wildfire emissions problem, noting wildfires release air pollution and climate pollution that in some years exceed all carbon reductions achieved across California's economy
