Requires state agencies to obtain explicit legislative authorization before adopting any "major regulation" (regulations with economic impact exceeding $50 million) starting January 1, 2027

Agencies must prepare a standardized regulatory impact analysis, submit it to the Department of Finance, then submit a proposal to the Legislature recommending legislation to authorize the regulation

Allows emergency major regulations to be adopted for up to 180 days without prior legislative approval if the agency finds an emergency exists

Permits emergency major regulations to be readopted twice for 90-day periods (maximum 360 days total) while awaiting legislative authorization, provided the agency submits the required impact analysis and legislative proposal

Aims to increase democratic accountability by shifting significant regulatory decisions from executive branch agencies to the Legislature
