Establishes the California Wildfire Resilience Loan Program, administered by the California Alternative Energy and Advanced Transportation Financing Authority, to provide financial assistance for wildfire risk reduction projects

Eligible improvements include home hardening, ignition-resistant features, defensible space treatments, vegetation management, and smoke mitigation retrofits for residential, multifamily, mixed-use, nonprofit, or small business properties

Program may include loan loss reserves, interest rate buy-downs, and other credit enhancements to reduce upfront costs and expand access to private financing for property owners

Financial assistance available statewide regardless of land classification, jurisdiction, or hazard severity zone designation

Authorizes partnerships with state agencies, local governments, insurers, lenders, contractors, and community organizations for applicant referrals, demand aggregation, and bulk purchasing arrangements
