Prohibits offering therapy or psychotherapy services in California, including through internet-based AI, unless conducted by a licensed professional (clinical psychologist, social worker, counselor, marriage and family therapist, or similar)

Requires licensed professionals using AI for supplementary support (such as session recording/transcription, therapy notes, or progress tracking) to obtain explicit written consent from patients after disclosing the AI's specific purpose

Bars licensed professionals from allowing AI to make independent therapeutic decisions, generate treatment plans without professional review, detect emotions or mental states, or directly interact with clients therapeutically (unless FDA-approved and HIPAA-compliant)

Authorizes the Department of Consumer Affairs to investigate violations and impose civil penalties up to $10,000 per violation based on degree of harm

Exempts religious counseling, peer support services, and general self-help/educational materials from the chapter's requirements
