Reduces the early voting period for vote centers in all-mailed ballot elections from 10 days to 5 days before election day, while maintaining the requirement of at least one vote center per 50,000 registered voters during this period

Vote centers must still operate for a minimum of 8 hours per day during the early voting period, continuing daily up to and including the fourth day before the election

Counties conducting all-mailed ballot elections must continue to provide ballot drop-off locations (at least 1 per 15,000 registered voters) open at least 28 days before the election

The bill maintains existing requirements for vote center accessibility, language assistance, and services for voters with disabilities under federal voting rights laws

Amends Elections Code Section 4005, which is set to remain in effect until December 31, 2029, with updated provisions taking effect January 1, 2030
