Transfers oversight of California's Comprehensive Perinatal Services Program from the State Department of Public Health to the State Department of Health Care Services, which will enroll providers to deliver services to Medi-Cal members

Requires both departments to update regulations clarifying their respective roles by January 1, 2028, and mandates that all perinatal providers serving Medi-Cal members complete a new training on administering comprehensive perinatal services

Requires Medi-Cal managed care plans to include comprehensive perinatal services information in member handbooks, ensure network providers receive required training, and conduct site reviews of perinatal providers at least once every three years starting January 1, 2027

Mandates the Department of Health Care Services submit a report to the Legislature by July 15, 2027, identifying the number of pregnant and postpartum individuals who received comprehensive perinatal services from 2022-2025, with follow-up reports required every three years beginning January 1, 2028

Prohibits prospective payment system (PPS) billable visits from including encounters with comprehensive perinatal practitioners who are not otherwise PPS billable health professionals, effective no sooner than January 1, 2027, and authorizes alternative payment methodologies for federally qualified health centers and rural health clinics
