Prohibits any new fee or fee adjustment from taking effect until the required regulation is adopted or amended

Mandates that fee revenues be expended only for the activities and purposes identified in the applicable regulation

Requires the commission or department to post the purpose, use statement, and cost basis summary for each fee on its public website

Exempts any fees adopted or amended prior to the bill's enactment from these requirements
