Requires the California Public Utilities Commission to direct electrical and gas corporations to prioritize household affordability, electrification with health and safety measures, and coordinated delivery across fuel types when providing home weatherization services to low-income customers

Amends existing law that mandates weatherization services for low-income households (those at or below 250% of federal poverty level) to include these new priorities while preserving flexibility in program design

Addresses legislative findings that current programs inadequately serve renters, multifamily housing, mobile homes, and rural communities, and that statutory separation of gas and electricity planning increases delivery costs

Creates a state-mandated local program because violations of commission orders implementing these requirements would constitute a crime under existing law

Requires no state reimbursement to local agencies because costs arise only from changes to crime definitions or penalties
