Requires the chair of the State Energy Resources Conservation and Development Commission to appear annually before appropriate legislative policy committees to report on commission activities

Annual reports must cover commission plans and activities in six areas: research and development, building and appliance efficiency standards, electricity and natural gas demand forecasts, thermal powerplant siting, renewables portfolio standard implementation, and transportation fuels/alternative fuel vehicles

Chair must report on activities taken in the previous year and processes used to solicit input from Californians across diverse regions of the state

Chair must also report on successes and challenges encountered in carrying out commission responsibilities
