Requires businesses providing exam proctoring services to K-12 school districts, county offices of education, and charter schools to use end-to-end encryption (E2EE) for classroom- or course-based exams

Defines end-to-end encryption as a security method where data is encrypted on the sender's device and remains unreadable by the proctoring company until it reaches the intended recipient's device

Amends the existing Student Test Taker Privacy Protection Act, which already limits proctoring companies to collecting only personal information strictly necessary to provide their services

Maintains existing exceptions allowing proctoring companies to collect or disclose personal information when required by law, court orders, law enforcement investigations, or emergency situations involving imminent risk of death or serious injury
