Prohibits selling or distributing nitrous oxide containers holding more than 8 grams, containers allowing direct inhalation, or devices designed for inhaling nitrous oxide

Bans sale of flavored nitrous oxide marketed as tasting or smelling like food, fruit, candy, desserts, alcoholic beverages, herbs, or spices

Violations are infractions with escalating fines: $500 for first offense, $1,000 for second offense, and $2,000 for third and subsequent offenses

Courts may suspend business licenses (including tobacco and cannabis licenses) for up to one year for repeat offenders who knowingly violate these provisions

Exempts nitrous oxide used for manufacturing, vehicle performance, medical/dental care, or food preparation (under 9 grams as propellant), as well as products rendered unfit for human consumption
