Flash-bang grenades are added to existing restrictions on kinetic energy projectiles and chemical agents, prohibiting their use to disperse assemblies, protests, or demonstrations except when objectively reasonable to defend against threats to life or serious bodily injury

Only a commanding officer at the scene may authorize the use of flash-bang grenades, and they cannot be aimed at the head, neck, or vital organs, or deployed near school grounds, parks, or areas where children are visibly present

Flash-bang grenades and explosive breaching charges are prohibited from being used by any law enforcement agency for immigration enforcement purposes

Law enforcement agencies must report all uses of flash-bang grenades to the Department of Justice within 60-90 days, including crowd size, quantity deployed, documented injuries, and justification for use

The bill applies to state, local, and federal law enforcement agencies operating in California, with provisions declared severable if any part is held invalid
