Eliminates the continuous appropriation of 25% of the Greenhouse Gas Reduction Fund to the High-Speed Rail Authority on June 30, 2026

Redirects 25% of the annual Greenhouse Gas Reduction Fund proceeds to the Motor Vehicle Fuel Account beginning in fiscal year 2026-27 through December 31, 2030

Reduces the state motor vehicle fuel tax rate proportionally based on the amount transferred from the Greenhouse Gas Reduction Fund to the Motor Vehicle Fuel Account, effective July 1, 2026 through January 1, 2031

Requires the California Department of Tax and Fee Administration to annually calculate the percentage tax reduction needed to offset the transferred greenhouse gas funds

Bill was amended to change sponsorship from Senator Jones to Senator Strickland and requires a two-thirds vote for passage due to the appropriation
