Expands the definition of "geothermal resources" under State Oil and Gas Supervisor jurisdiction to include oil or gas reservoirs used principally for thermal energy storage or geothermal energy generation

Places oil and gas reservoirs repurposed for thermal storage under the same regulatory framework and inspection requirements as traditional geothermal wells

Creates new criminal liability for owners, operators, or employees who refuse inspection or violate regulations at repurposed oil/gas reservoir facilities

Requires no state reimbursement to local agencies because costs stem solely from the expanded crime definition
