Requires all California high schools (grades 9-12) to provide instruction in compression-only CPR and automated external defibrillator (AED) use as part of a graduation requirement, beginning with the 2027-28 school year

Expands existing law that only required CPR instruction if a health education course was already mandated; AED instruction was previously only "encouraged" rather than required

Instruction must include evidence-based CPR guidelines (such as American Heart Association standards) and hands-on psychomotor skills practice; AED training may use free online videos if no physical device is available

California Department of Education must provide implementation guidance, including who may teach the instruction, before the 2027-28 school year begins

Schools and public employees providing the instruction are protected from civil liability for actions of individuals who received the training, except in cases of gross negligence or willful misconduct
