Training must cover federal and state firearms laws, secure storage, safe handling, accident prevention, legal firearm transfers, self-defense laws, conflict resolution, and mental health/suicide prevention topics

Authorizes the Department of Justice to promulgate regulations for implementation, with costs funded through the Dealers' Record of Sale Special Account upon legislative appropriation
