Directs the Natural Resources Agency and its boards, departments, and conservancies to encourage collaborative stewardship approaches for ecosystem protection, wildlife habitat restoration, forest and watershed management, and recreational trail development

Recognizes the region's Indigenous peoples as ancestral stewards and requires collaboration with local tribes on cultural resource protection, restoration efforts, and potential comanagement of ancestral lands

Supports working lands including sustainably managed timberlands, ranches, and agricultural lands through voluntary stewardship, technical assistance, conservation easements, and incentive programs

Explicitly prohibits the Natural Resources Agency from imposing additional regulatory requirements on land use or working lands within the designated area
