Modifies restrictions on California Community College baccalaureate degree programs, allowing colleges to offer degrees in fields that overlap with California State University programs if the CSU program has been impacted (oversubscribed) for 3 consecutive years prior to approval

Maintains the prohibition on community colleges offering baccalaureate degrees that duplicate University of California programs

Applies the overlap restriction only to CSU campuses whose local admission area includes or overlaps with the community college district's territory, rather than the entire CSU system

Continues existing requirements for community colleges to document unmet workforce needs, consult with CSU and UC, and maintain separate enrollment records for upper and lower division students

Preserves the current fee structure capping community college baccalaureate fees at CSU levels, with an additional $84 per unit charge for upper division coursework
