Defines "housing unit" for acutely low income households in the 7th and subsequent housing element revisions to include houses, apartments, modular homes, mobilehomes, trailers, groups of rooms, or single rooms occupied or intended as separate living quarters

Separate living quarters must have sleeping quarters separate from other building occupants and direct access from outside or through a common hall, but do not require separate bathrooms or eating spaces

Housing units under this definition may be used for permanent or transitional housing

Corrects a statutory reference for council of governments from Division 1 to Division 7 of Title 1 of the Government Code

No state reimbursement to local governments is required because local agencies have authority to levy service charges, fees, or assessments to cover implementation costs
