Extends indefinitely the San Mateo County Community College District's authority to use local unrestricted general funds to provide fee waivers to students with the greatest financial need when other fee waivers are unavailable (previously set to expire July 1, 2028)

Maintains the district's ability to use local unrestricted general funds, in addition to California College Promise funding, to assist students with total cost of attendance including tuition, fees, books, supplies, living expenses, and transportation

Limits these locally-funded fee waivers and assistance programs to students who reside within the San Mateo County Community College District boundaries

Repeals an obsolete reporting requirement that had mandated the district submit implementation details to the Chancellor's Office, Department of Finance, and Legislature by March 1, 2026

Declares the special statute necessary due to the district's unique circumstances in a high cost-of-living region requiring greater flexibility to address students' basic needs and financial barriers to higher education
