Creates the California Health Access Fund within the State Treasury, administered by the State Department of Health Care Services

Deposits into the fund would equal state savings resulting from decreased Medi-Cal enrollment caused by federal law H.R. 1 (Public Law 119-21) enacted July 4, 2025

Federal enrollment barriers triggering savings include work or community engagement requirements and more frequent eligibility redeterminations for certain Medi-Cal populations

Fund moneys would provide continued health care services for California residents who lose coverage due to federal law impacts or other health care system divestments, and reimburse providers for those services

Requires legislative appropriation before fund moneys can be spent; bill does not require supermajority vote and creates no local program mandates
