Prohibits local government officials from entering into nondisclosure agreements (NDAs) that prevent them from sharing public business information with fellow officials on the same council, board, commission, district, or agency

Requires officials who violate the NDA prohibition to disclose the agreement's existence, recuse themselves from related matters, and be disqualified from voting or deliberating on subjects covered by the NDA

Makes any NDA restricting information sharing among local government officials void and unenforceable if entered into on or after January 1, 2027, with disclosure requirements also applying retroactively to agreements made before that date

Prohibits staff of local government officials from signing NDAs that prevent them from sharing public business information with the official they serve under

Exempts NDAs that protect only trade secrets, financial information, or proprietary information, and excludes charter cities and charter counties from these requirements
