Authorizes the Office of the State Fire Marshal, State Department of Public Health, State Water Resources Control Board, and Department of Industrial Relations to conduct periodic health and safety inspections of involuntary residential facilities housing 50+ individuals who cannot leave at will

Permits unannounced inspections when conditions present imminent health/safety threats or when outbreaks, fire hazards, structural hazards, or environmental hazards are reported

Requires facility operators to submit annual compliance reports starting January 1, 2027, documenting fire safety, environmental compliance, worker injury logs, and infectious disease prevention protocols

Imposes civil penalties up to $25,000 per violation per day for non-compliance, and authorizes agencies to suspend or revoke state-issued permits and certifications

Mandates inspecting agencies submit written inspection reports to the Assembly and Senate Health Committees within 30 days of completion, while prohibiting inspector access to residents, resident records, or security-only areas
