Authorizes the North Fork Kings Groundwater Sustainability Agency to impose civil penalties on any person who extracts groundwater exceeding their authorized amount under agency rules, regulations, ordinances, or resolutions

Allows the agency to secure unpaid water service charges or civil penalties by filing a certificate with the county recorder specifying the amount owed and the liable person's name and address

Creates a lien on all real property owned by the debtor in the county from the time the certificate is recorded, with the force and priority of a judgment lien

Sets the lien duration at 10 years from the filing date, with the option to extend for additional 10-year periods by filing a new certificate before expiration

Amends Article 8 of the North Fork Kings Groundwater Sustainability Agency's enabling statute (Chapter 392 of the Statutes of 2016) to expand its title to include liens and collection of unpaid fees or penalties
