Authorizes the state and its political subdivisions to disburse funds to parents for tuition and education expenses at private schools, including religious schools, for students in kindergarten through grade 12

Redefines "average daily attendance" for Proposition 98 funding calculations to include children who use School Choice Flex Accounts or Special Education Flex Accounts for private education, maintaining public school funding levels despite enrollment shifts

Permits the Legislature to reallocate ad valorem property tax revenues according to the School Choice Flex Account Act of 2025

Requires a 2/3 vote of the Legislature and voter approval to amend the California Constitution; mandates the Attorney General to defend the measure against legal challenges
