California became the first state to establish Dr. King's birthday as a school and statewide holiday on April 10, 1970, preceding the federal holiday by 16 years

Recognizes Dr. King's receipt of the 1964 Nobel Peace Prize at age 35, making him the youngest recipient and only the second African American to receive the award

Acknowledges Dr. King's role in securing passage of the Civil Rights Act of 1964 and Voting Rights Act of 1965

Encourages legislators and constituents to participate in community service projects consistent with Dr. King's values of civility, equality, and unity
