Redesignates a portion of State Highway 198 in Tulare County (from Salt Creek Road at postmile 41.226 to Sequoia National Park) as the Brigadier General Charles Young Memorial Highway

Rescinds the previous designation made by Assembly Concurrent Resolution 142 (2018) that named the same highway segment the "Colonel Charles Young Memorial Highway"

Updates the highway name to reflect Charles Young's posthumous promotion from Colonel to Brigadier General, effective November 1, 2021

Requests the Department of Transportation to update highway signs consistent with state highway system signing requirements

Honors Brigadier General Charles Young, who was the third African American to graduate from West Point (1889) and the first Black superintendent of a national park when he served at Sequoia and General Grant National Parks in 1903
