Authorizes expenditure of up to 5% of moneys in tier 1 of the operational account of the severance tax trust fund for the division of water resources beginning fiscal year 2010.

Allows the increased water resources funding to supplant general fund appropriations that would otherwise be made available to the division.

Reduces the tier 1 authorization for the division of wildlife by decreasing its appropriation by $413,179 in cash funds from the operational account for fiscal year 2010.

Appropriates $340,061 and 5.3 FTE for personal services plus $22,050 for operating expenses to the division of water resources from the operational account for fiscal year 2010.

Appropriates $40,693 for health, life, and dental; $472 for short-term disability; and $9,903 for amortization equalization disbursement to the executive director's office for fiscal year 2010.
