Designates the state department as the single state agency to administer the Supplemental Nutrition Assistance Program (SNAP) in Colorado in cooperation with the federal government.

Requires the state department to develop and submit a state outreach plan to the U.S. Department of Agriculture by September 1, 2010, to promote access to SNAP benefits for eligible persons, with authority to seek grants and donations for implementation.

Allows the state department to partner with counties and nonprofit organizations on the outreach plan, with costs potentially funded through private or federal moneys rather than state funds.

Requires the state department to create a program or policy establishing broad-based categorical eligibility for SNAP by October 1, 2010, which shall eliminate the asset test for eligibility to the extent authorized by federal law.

Makes implementation of the categorical eligibility provisions contingent upon the state department receiving funding pursuant to the federal 2010 Department of Defense Appropriations Bill.
