Adds screening, brief intervention, and referral to treatment services for individuals at risk of substance abuse as an optional service under Colorado's Medicaid program, with referral to appropriate intervention and treatment levels.

Services shall not take effect unless all necessary federal approvals and regulations are obtained to receive federal financial participation for service costs.

Appropriates $870,155 for fiscal year beginning July 1, 2010, comprised of $334,227 from the general fund and $535,928 from federal funds, for medical service premiums related to implementation.

Act takes effect 90 days after final adjournment of the general assembly (August 11, 2010) unless a referendum petition is filed, in which case it requires voter approval at the November 2010 general election.

Act is conditioned on House Bill 10-1284 being enacted and becoming law.
