House Bill 10-1051 Summary

• Amends water conservation plan requirements to add clothes washers to the list of water-efficient fixtures and appliances that covered entities must consider, and changes "faucets" to "faucet aerators"

• Requires covered entities to report water use and conservation data annually to the State Board by June 30, 2014, and continuing by the end of the second quarter each year for the previous calendar year

• Directs the State Board to adopt reporting guidelines by February 1, 2012, including public participation with diverse stakeholders, and guidelines must include clear descriptions of customer categories, uses, measurements, implementation methods, and data reporting procedures

• Requires the Board to report to legislative agriculture committees by February 1, 2019, on the guidelines and collected data, with this reporting requirement repealing July 1, 2020

• Allows the Board to release grants or loans notwithstanding a covered entity's failure to comply with reporting requirements if an unforeseen emergency exists, but may impose a surcharge that can be rebated if the entity later complies with planning requirements
