Adds new section 23-5-140 to Colorado Revised Statutes requiring Colorado institutions of higher education to develop tailored policies and procedures for critical incident response and campus safety based on best practices

Mandates that each institution annually disseminate school safety information to all students, faculty, and staff beginning in the 2011-12 academic year concerning the institution's safety policies and procedures

Defines covered institutions as state institutions of higher education, junior colleges, area vocational schools, and technical colleges

Takes effect 90 days after final adjournment of the general assembly (August 11, 2010) unless subject to voter approval through referendum petition filed within that period
