Authorizes public entities to deposit public moneys in credit unions that are insured by the National Credit Union Administration, equivalent to existing authorization for banks and savings and loan associations insured by the Federal Deposit Insurance Corporation.

Permits credit unions to make loans to public entities, nonmember units of federal government, and agencies or political subdivisions of Colorado.

Extends the "Credit Union and Savings and Loan Association Public Deposit Protection Act" (Article 47) to include credit unions alongside savings and loan associations for public deposit protection and collateral requirements.

Updates state treasurer authority to deposit state moneys in credit unions under the same conditions and procedures as savings and loan associations, including fixed-period time deposits with negotiated interest rates.

Allows county treasurers, city/town treasurers, and public trustees to use credit unions as eligible public depositories for custodial and investment accounts under the same protections as traditional financial institutions.
