HB 10-1078 Summary

• Eliminates the chief information officer's authority to aggregate data in the Transparency Online Project web-based system that provides public access to state financial information.

• Requires the state expenditures and revenues data displayed in the web-based system to be a replicate of the most specific, nonconfidential data available in the state financial system database (Financial Data Warehouse).

• Allows aggregated information to be provided only at the most specific level at which data is available in machine-readable format when providing access to individual transaction details would hinder accountability and transparency goals.

• Adds a new definition of "state financial system database" to refer to the Financial Data Warehouse created by the Office of Information Technology on behalf of the State Controller.

• Takes effect September 1, 2010, unless subject to a referendum petition, in which case it requires voter approval at the November 2010 general election.
