• Establishes that persons volunteering on an unpaid basis to clean up trash, remove weeds, or water vegetation on unoccupied residential or commercial property have implied consent of the landowner to do so.

• Grants volunteers the legal status of "licensee" (intermediate duty of care between trespasser and business guest) while engaged in cleanup activities, but landowners are never liable for self-inflicted injuries.

• Exempts volunteers from civil trespass liability for nominal or presumed damages, though they remain liable for any actual damages caused during entry and stay on the property.

• Exempts volunteers from criminal trespass charges so long as they cause no actual damage to the property and limit activities to cleanup of unoccupied property showing visible signs of neglect.

• Applies to properties listed for sale, in foreclosure, or in default, with "landowner" definitions expanded to include listing agents, mortgage holders, trustees, and property managers with interests in the property.
