Department of Transportation must identify state highways and highway portions within metropolitan planning areas that qualify as "commuter highways" by March 1, 2011, using existing or easily obtainable data.

Transportation Commission must adopt a resolution removing all identified commuter highways from the state highway system effective July 1, 2011.

Removed highways become part of county road systems in unincorporated areas or city street systems in municipalities where they are located.

"Commuter highway" is defined as a non-interstate state highway within a metropolitan planning organization used at least 80 percent of the time for travel within the organization's territory.

Removal from the state highway system does not require the Department of Transportation to cease work or funding on highway projects where construction commenced before July 1, 2011.
