Authorizes the Colorado State Senate Secretary or House Chief Clerk to issue photo identification cards to registered professional and volunteer lobbyists who pass a criminal background check.

Lobbyists with valid ID cards may enter the state capitol building without submitting to security searches, electronic weapons screening, or other screening measures.

Requires an initial surcharge of $100 (up to $300 with legislative approval) and annual renewal surcharges of $50 (up to $300 with legislative approval) for card issuance and maintenance.

Mandates criminal background checks at initial issuance and every three years upon renewal; cards expire annually on July 15 and may be canceled for unsatisfactory background checks, rule violations, or criminal activity in the capitol building.

Creates a lobbyist identification card account within the legislative department cash fund to pay for processing and issuance costs, with surcharges credited to the general legislative department cash fund.
