Creates Colorado Wolf and Wildlife Center special license plates available for motorcycles, passenger cars, trucks, and noncommercial/recreational vehicles under 16,000 pounds empty weight, effective January 1, 2011.

The Colorado Wolf and Wildlife Center, Inc. may design the plates subject to Department approval and conformance with established standards.

Applicants pay a one-time $25 fee for issuance or replacement, credited to the highway users tax fund, in addition to regular motor vehicle license plate fees.

Allows applicants to obtain personalized Colorado Wolf and Wildlife Center special plates by paying additional personalization fees under existing law and transferring existing personalized plate combinations.

Department may discontinue issuing plates if fewer than 3,000 are issued by July 1, 2014, though existing plate holders may continue using them.
