HB10-1136: K-12 Schools Emergency Safety Drills

• Requires all public schools, boards of cooperative services, and institute charter schools to conduct at least 2 emergency safety protocol drills per academic year, beginning with the 2010-11 school year.

• Emergency safety protocol drills include evacuation, lockdown, reverse evacuation, and shelter-in-place procedures that may be conducted simultaneously with existing fire evacuation drills.

• Schools must provide advance notice to law enforcement, fire protection, and emergency management agencies before conducting emergency safety protocol drills.

• Schools may use the school safety resource center to develop emergency procedures reflecting best practices and are encouraged to conduct additional drills as deemed appropriate.

• Defines four types of emergency response procedures: evacuation (building exit), lockdown (secure interior), reverse evacuation (seek shelter inside from external threats), and shelter-in-place (protect from external hazards or natural disasters).
