HB10-1157 Summary

• Authorizes county commissioners to submit ballot questions to voters asking whether to impose an ad valorem tax or sales tax (up to 0.5%) to support state colleges and community colleges with main campuses in the county.

• Requires counties to obtain prior approval from the governing board of the state college or state board for community colleges before placing any tax measure on the ballot.

• Prohibits counties from using these taxes to raise money for universities, limiting support exclusively to state colleges and community colleges.

• Allows institutions to use collected revenue for tuition assistance, supplemental program funding, facility construction or renovation, technology enhancement, and other jointly-agreed upon purposes through intergovernmental agreements.

• Requires all revenue expenditures to be made in consultation with the county and with prior consent of the institution's governing body; tax collections are distributed monthly to the institutions.
