HB 10-1208 Summary

• The Colorado Commission of Higher Education must establish and enforce statewide degree transfer agreements among all state institutions of higher education for Associate of Arts and Associate of Science degrees.

• Students completing an Associate of Arts or Associate of Science degree under a statewide transfer agreement and transferring to a four-year institution shall be enrolled with junior status, though completion of an associate degree does not guarantee admission.

• Four-year institutions admitting transfer students with associate degrees may not require additional lower-division general education courses beyond what is required for native students, except when necessary for degree program preparation.

• The commission must negotiate statewide degree transfer agreements with at least 4 in place by July 1, 2012, and at least 14 total agreements in place by July 1, 2016, based on student demand and workforce needs.

• Institutions may still award non-transfer associate degrees and applied associate degrees, and existing inter-institutional transfer agreements are preserved.
