Eliminates the requirement for individualized plans for persons with developmental disabilities who are on a waiting list for program enrollment.

Defines "enrolled" as a person with developmental disabilities who is eligible for supports and services and has been authorized to participate in a funded program.

Requires community centered boards to provide information and referral services annually to persons on waiting lists regarding relevant services and supports commonly used by persons with developmental disabilities.

Limits individualized plan development to persons who are actively receiving services or supports in funded programs, as opposed to all eligible persons.

Requires department rules to establish uniform criteria and procedures for eligibility determination and individualized plan development applied consistently statewide.
