Authorizes the executive director of the Department of Corrections to sell state-owned correctional facilities totaling 956 beds through competitive bidding.

Requires sale procedures including: negotiated contracts with performance dates, two independent appraisals paid by the purchaser, competitive bidding for price determination, and quit claim deed transfer upon meeting all conditions.

Allows state to retain all moneys received as liquidated damages if purchaser defaults on any conditions.

Removes restriction preventing private prisons from housing inmates classified higher than medium custody, allowing them to house any security level inmates.

Maintains emergency provisions allowing the governor to temporarily authorize placement of higher-custody inmates in private prisons during declared correctional emergencies lasting up to 30 days, renewable at the governor's discretion.
