Requires each district attorney to establish an electronic network interface with the Colorado Integrated Criminal Justice Information System (CICJIS) and transmit criminal information within 24 hours after filing charges in accordance with CICJIS rules.

Allows both district attorneys and CICJIS to use private vendors to implement the electronic information transmission requirements.

Expands the definition of "offender" in the criminal justice information system to include persons charged with felonies, class 1 or class 2 misdemeanors, or misdemeanors related to driving violations or domestic violence.

Creates an interagency task force on problem driver information sharing to meet at least monthly and develop recommendations for improving information system access and coordination among law enforcement, district attorneys, courts, and the Department of Revenue regarding driver charges, convictions, and license status.

Task force must report findings and recommendations to the Legislative Audit Committee by November 1, 2011, and the task force is repealed effective January 1, 2012.
