HB 10-1258 Summary

• Permits health insurance carriers offering individual and small group plans to provide premium discounts to covered persons who comply with provider-prescribed treatment plans for managing chronic, behavioral health, or mental health conditions.

• Allows carriers to determine the discount length, type, implementation method, and mechanism for demonstrating compliance, but prohibits discounts from being based on achievement of particular health outcomes.

• Extends premium discount authority to the CoverColorado program board of directors and carriers providing health benefit plans to CoverColorado participants.

• Prohibits small employers from making treatment plan compliance or disclosure a condition of employment when offering such discounts to employees.

• Effective July 1, 2010, for health coverage plans issued, delivered, or renewed on or after that date.
