HB 10-1262 Summary

• Creates Colorado Green Jobs Scholarship Program to fund training and education for environmentally friendly growth industry jobs, and Colorado Medical Services Job Training Scholarship Program for medical services industry jobs, both administered through CollegeInvest.

• Awards minimum of $500,000 in green jobs scholarships and $1 million in medical services scholarships over 4 years, prioritizing unemployed applicants and those demonstrating financial need through Federal Pell Grant eligibility.

• Allows scholarship recipients to apply funds toward skilled trades apprenticeships, courses, or certificate/degree programs at public universities, community colleges, junior colleges, public occupational schools, or nonpublic institutions of higher education.

• Governor's Energy Office must provide CollegeInvest a list of environmentally friendly growth industries by July 1, 2010, to guide scholarship awards; CollegeInvest must report to legislature annually from 2011-2014 on scholarship program status.

• Funds scholarships through transfers from CollegeInvest Scholarship Trust Fund and gifts/grants/donations (not general fund appropriations); creates separate Green Jobs and Medical Services Scholarship Program Funds; both programs and related duties automatically repeal July 1, 2014.
