• Allows local governments, small businesses, and nonprofit organizations to voluntarily participate in state group benefit plans for medical and dental coverage for their employees.

• Participating employers must contribute a minimum amount determined by the director, cannot offer competing medical or dental plans, and must commit to participation for at least 3 years.

• Director may charge administrative fees to participating employers to cover state administration costs for these plans.

• Establishes the Local Government, Small Business, and Nonprofit Organization Group Benefit Plans Fund with separate premium and administration accounts to manage enrollee premiums and administrative costs.

• Premiums and claims costs paid from the fund do not count toward state constitutional spending limits and are treated as custodial funds rather than state appropriations.
