Establishes $2,500 aggregate contribution limits for candidates for school district director and Regional Transportation District (RTD) director from individual persons and political committees for any primary, general, or special election.

Establishes $5,000 aggregate contribution limits for candidates for school district director and RTD director from small donor committees for any primary, general, or special election.

Requires candidates for school district director to file contribution disclosure reports quarterly in off-election years, eight weeks before elections, monthly beginning six months before elections, and thirty days after elections with the secretary of state.

Applies existing campaign finance disclosure requirements under sections 1-45-108 and 1-45-109 to contributions made under these new limits and subjects violations to civil penalties of at least double and up to five times the amount contributed in violation.

Takes effect July 1, 2010, and applies to all election cycles and calendar years commencing after that date.
