Allows grocery stores to apply for a single license conversion application beginning January 1, 2011, to transfer ownership and change location of a retail liquor store license and convert it to a liquor-licensed drugstore license.

Requires the retail liquor store and grocery store to be within the same local licensing authority jurisdiction and prohibits the grocery store location from being within 1,000 feet of another retail liquor store in that jurisdiction.

Requires grocery stores to provide evidence that food sales revenues comprised at least 51% of total revenues during the prior 12 months to qualify for license conversion.

Permits grocery store businesses to obtain multiple liquor-licensed drugstore licenses and prohibits tastings at liquor-licensed drugstore locations, including converted grocery stores.

Requires grocery stores to pay application fees to both state and local licensing authorities and subjects approved applicants to the same annual licensing fees as other liquor-licensed drugstores.
